City of Phoenix Public Transit DBE Program

The Public Transit Department, as the designated regional recipient of all Federal Transit Administration (FTA) funding, is committed to encouraging minority, and women owned small businesses that are certified as Disadvantaged Business Enterprises (DBE) to participate in contracting opportunities on FTA assisted projects. Public Transit takes DBE participation into consideration in all FTA funded procurements.

The Public Transit Department Civil Rights staff monitors 44 FTA assisted contracts throughout the region. These projects are administered by the City of Phoenix and the 13 sub recipient agencies that receive FTA funding. An additional 25 contracts associated with METRO’s Central Phoenix/East Valley Light Rail Transit Project are also monitored with the assistance of METRO’s DBE Program Manager.

During the 2006-2007 federal fiscal year, payments to prime contractors on non-rail regional FTA assisted contracts totaled over 92 million dollars while payments to DBE firms during the same time period totaled over 15 million dollars.

For contracts associated with METRO’s Central Phoenix/East Valley Light Rail Transit Project during the 2006-07 federal fiscal year, payments to prime contractors totaled over 279 million dollars and payments to DBE firms during the same time period totaled over 41 million dollars.

The Public Transit Department establishes an annual DBE utilization goal with the FTA each year. Mandatory contract DBE utilization goals are placed on FTA assisted contracts to ensure that the annual goal is met. The annual DBE utilization goal established with the FTA for FY 2007-08 is 15.83%.

METRO’s Central Phoenix/East Valley Light Rail Transit Project is one of the largest infrastructure projects in Arizona history. Because of the length of the project, the City of Phoenix Public Transit Department established a DBE multi-year project goal of 13.03% with the FTA that is separate and distinct from the annual goal of 15.83%.
